1992
Answering the Call
On April 2, 1992, Rachel D. Sutton recognized a growing need for behavioral health services in Nassau County and opened its first mental health and substance use clinic. Operating as the Nassau County Mental Health and Alcoholism Drug Abuse Council (NCMHADAC), the agency began at 1303 Jasmine Street, Fernandina Beach, FL. Rachel led the organization as President & CEO until 2000, laying a strong foundation for compassionate care.
1994
Expanding Support to West Nassau
NCMHADAC established its first West Side location in Hilliard, offering day treatment services—now known as Psychosocial Rehabilitation—for adults with severe mental health challenges. Over time, this location became a hub for skill-building and community connection.

2000
A New Chapter of Leadership and Excellence
With the transition of leadership to Edwin W. Dews, the organization received its first CARF accreditation, reflecting a commitment to high-quality, evidence-based care. This milestone validated the impactful work of NCMHADAC in serving the community.

2002
Honoring Our Roots
In tribute to founder Rachel D. Sutton, the agency rebranded to Sutton Place Behavioral Health and moved to a new location in Fernandina Beach.
2005-2007
Empowering the Next Generation
Through innovative programs like "Project Success," Sutton Place partnered with local schools to address substance use among teens. This effort was nationally recognized by SAMHSA for its evidence-based approach to prevention.

2008
A New Home and Leadership for Sutton Place
In 2008, Sutton Place Behavioral Health moved to a permanent facility in Yulee, FL, offering space for growth and consolidating services under one roof.
Later that year, Dr. Laureen Pagel, after nine years as Director of Clinical Operations, became CEO. Her leadership sparked significant growth, doubling the organization’s size and budget while advancing behavioral healthcare services.

2013
Becoming Starting Point Behavioral Heatlhcare
Reflecting our mission to offer new beginnings, Sutton Place rebranded as Starting Point Behavioral Healthcare. Our tagline, "Healing Begins Here," continues to guide every step we take in supporting individuals on their journey to wellness.

2014
Bringing Mental Health First Aid to Nassau County
In 2014, Starting Point introduced Nassau County’s first Mental Health First Aid program. This evidence-based training equips participants with skills to recognize and respond to signs of mental health challenges or substance use crises, offering crucial support in critical moments.
That same year, specialized versions of the curriculum were launched to support public safety officers and adults working with youth, expanding the program’s impact across the community.
2019-Present
Innovating for the Future
From launching a 24/7 Mobile Response Team to adapting quickly to telemedicine during the COVID-19 pandemic, Starting Point continues to lead with innovation, ensuring no one feels alone in their mental health journey.

Celebrating 30 Years of Service
For three decades, Starting Point Behavioral Healthcare has been a trusted ally for thousands of individuals and families in Nassau County, offering care, compassion, and a community of support.
